It looks like keyman 10 on Windows 7 enterprise(maybe other versions) is not able to installed keyboards generated in developer 10 with bcp-47 or keyboards with multi-platform design.
I am able to install older versions of keyboards in windows 7.
Please review. I can help test and assist isolating the problem to your team.
