Hi,
Am I allowed to use OFL fonts in some graphic elements I am designing for a mobile/ smartphone app for a client? The designs will be saved as PNG or MP4 and sent to the app developer.
If I am allowed to use it, would I need to attribute the font name & authors?

Yes, you can do that. No acknowledgement is required, but it would be nice to give credit in any documentation you provide. As long as what you provide are graphic elements that are not intended to be used like a font, then there’s nothing you need to do. See the OFL-FAQ starting at 1.1.
