Does Keyman support posting .kmp files in application stores? If so, what’s the best way to package a keyboard layout?

Keyman doesn’t publish .kmp files to the Play Store. You should use Keyboard App Builder to bundle your .kmp files into a keyboard app that you can then publish on the Playstore or iOS(new as of Dec 2023).
What @darcy said. Also note that the Keyman Cloud Keyboard Repository allows for deployment to Keyman apps on all platforms, which is by far the lowest friction way to deploy .kmp files:
