This comment window doesn’t pickup the keyman layout. Instead it picks the windows system default keyboard layout of the language selected in keyman layout.
This is similar issue seen in Cortana search window.
Browser is Chrome.

Are you saying when you’re writing on this Community Site forum, the keyboard doesn’t seem to be using the active Keyman layout?
Here’s the text samples I get typing “qwerty” with the following Keyman layouts:
qwerty
ቅወርትይ
ضصثقفغ
Which version of Chrome are you using? You can see details by visiting chrome://version/ in your browser.
Also, do your keyboards work in other pages or other websites?
