Currently pdf output files are names with the pattern of
[Title in L1]-[Local Language Name (as specified by user)]-[Format (currently in English)].pdf
Since the files are typically handed off to people who speak L2 (the language of all the front matter) for publishing, it would be helpful if the Title and Format used L2.
