It would be helpful to understand what you are looking for. What “program” are you referring to? If it’s Keyman, then we do have this keyboard available: Rohingya Arabic keyboard
That keyboard was developed for a specific set of users. However, if you feel that layout isn’t suitable for your needs, you would be very welcome to download Keyman Developer and develop a keyboard which is more suitable to the layout you prefer.
