It seems that the installation is corrupted. You may need to uninstall Keyman via Control Panel, then correctly reinstall Keyman. A helpful guide to follow is How To - Download and Install Keyman.

Hey @mengheng, out of curiositity I just tried this on my machine, and got exactly the same error!
Thanks for the report @karl. I am going to take a look at this more closely – certainly should not be happening. It’s definitely a weird one; it doesn’t happen with any other app that I’ve been able to find, just osk.exe.

I got the OSK using %windir%\system32\osk.exe
to open fine on Windows 10 with Keyman 17.0.335.
