I have downloaded the keylayout and dragged it to Keyboard Layouts folder. I restarted my computer. Went to System settings. I could not find International but I found Keyboard and that took me to Input Menu. I found IPA Unicode 6. and checked it. It now appears in the Menu Bar. BUT, when I select the Charis Font and the IPA Unicode Keyboard I cannot access the IPA symbols. The Option key does not work. All I want is to be able to type phonetic symbols. What is my problem here? I am using an iMac running OS Sequoia 15.0.1. Many thanks
Hi - That keyboard is over 10 years old and has not been supported for quite a while. I’d suggest you install Keyman and one of the currently available IPA keyboards. Thanks.

As Victor said, we aren’t maintaining that keyboard anymore. Keyman is cross-platform and has a larger development team. This Keyman keyboard is similar to the Ukelele one:
