When EuroLatin (SIL) is chosen, some diacritics of some letters on the top row (e i o u) can’t be displayed, as shown in the screenshot. My system is iOS 13.2. iPadOS does not have this problem because the diacritics all fit within one row.

This was fixed in release 12.0.55 released on 11 November 2019. Sorry that we didn’t update this topic then!
