I am unable to launch Dictionary App builder

I’ve just tried to install Dictionary App Builder and when I try to launch it, the Windows 10 circle spins a bit and then nothing.
I just downloaded the installer from DAB today JDK, 8u151 and 8u152. When I unzipped the SDK, I put it in c:\sdk.
I’m also not able to run Reading App Builder

I have Windows 10 (1709).
Any ideas?

When I attempt to run the dab.bat file from inside a command prompt I am presented with this message

In talking with another Tech person we found that I have installed Java 9 somewhere a long the way, in addition to Java 8. After uninstalling Java 9, and a restart, both Dictionary App Builder and Reading App Builder start.
