how can i type devanagari sanskrit ग्य़ (keyboard should be gya) without output ज्ञ , but since gy always output gya = ज्ञ , not ग्य़ (i resolved it by typing g_ya ) .
what can i do?

You appeared to have figured out how to type ग्य़ using the key strokes of g+_+y+a.
This might be the intended rules of the keyboard so gya isn’t possible to output ग्य़, therefore, gy = ज्ञ् & gya = ज्ञ.
