I installed the EuroLatin(SIL) keyboard to both my laptop and phone. On the phone it allows moving the keys upward to get the letters with various diacritical marks, but the keyboard on the laptop does not. What’s happening?

I think you type the diacritic followed by a base character.
So why do I have the problem only on my laptop, not on my phone?
The laptop doesn’t use long press keys. It uses the “desktop” keystrokes. The phone uses long press keys.
