Does Keyman support Unicode Ranges in Hex e.g. 11FC0 (Tamil Supplement)

Yes it should. Keyman is not limited to the BMP (4 digits). I created a keyboard for Brahmi in the 11000 block.

Yes, that is certainly straightforward with Keyman Developer. You should be able to do that entirely with the visual designer. Learn more at https://help.keyman.com/developer/12.0

I’m not sure if such a keyman-keyboard would be working. Please
hve a look at my keyboard made with Microsoft’s keyboard layout

There should be no problem implementing this with Keyman Developer: there’s no reason the keyboard wouldn’t work with Keyman. As a bonus, it would work on macOS, Linux, Android and iOS (and web) as well.

Have you considered attending the Keyman Developer Online Workshop next week? It’s a 5 session workshop, 2 hours a day, and our expectation is that by the end of the workshop, you would have acquired the knowledge and skills you need to create a complete keyboard ready for distribution to the world.
