does anyone know what this is or have any info on it? 
Its a SIL speech analysis system Cecil interface CI500
I suspect that goes with the discontinued software WinCECIL to make 8-bit audio recordings (.utt file). That then needs to be converted to .wav for Speech Analyzer to use.
I’ve seen a few references to CECIL in the Speech Analyzer chm help
