Hello everyone. I am currently using the SIL IPA keyboard. My standard layout is Dvorak. Shifting works, caps lock works, but CTRL + any key uses the qwerty layout.
Any help would be great, thank you!

Sorry that the keyboard isn’t working properly for you. Have you changed the base keyboard to fit with your standard layout? You can go to Keyman Configuration > Options tab > Base Keyboard.

The IPA (SIL) keyboard doesn’t define the CTRL key for anything. So, perhaps it is related to your Dvorak keyboard as @Nyny suggests.
I got extra information from our developer and apparently, Keyman doesn’t fully support mnemonic layout which cause Ctrl or Alt keys to output qwerty.
I have open an issue bug(windows): mnemonic layout doesn’t support Ctrl and Alt keys #14209. Feel free to add more info related to this.
